Observation

there was non-presciption medicaiton on site with an individual care plan but no medication authorization form the medication was stored on a shelf where children can reach it - the box was locked but the key was attached to the lock, so the medication was assessible to the children. Also the emergent medication - Benedryl - was in he locked box and shouldn't be locked
